Dr. Charles J. Oakley is a retired law-enforcement captain, public-administration scholar, educator, and organizational-development consultant. During 28 years of public-safety service in Northern Virginia, he led complex operations, personnel, training, emergency response, major projects, and institutional change.

His experience includes leadership during the local public-safety response to September 11, natural disasters, civil disorder, and other high-pressure events. He commanded a professional development center, delivered training to approximately 2,500 officers and professionals, managed major procurements and modernization initiatives, and developed leadership and mentoring systems designed to improve organizational stability.

He earned a PhD in Public Administration from Liberty University, graduating with distinction, and an MPA from George Mason University as a Public Service Fellow. His research examines moral panic, policy change, organizational legitimacy, elite influence, and the realities faced by those responsible for implementing politically urgent policy.
